The Government has set a goal to lift economic growth in the state to more than 3% per year and in doing so make South Australia a more appealing investment, collaboration and migration destination. A vibrant economy is arguably the most important prerequisite for growing our population.  We offer an enviable lifestyle but job opportunities are limited in their availability and diversity.  Our state requires the right mix of talent, technology, quality of life and other dynamics that are critical to a region’s long-term success.  

Our panellists will discuss supports in place to make this happen. 

Jim McDowell, Chief Executive, Department of Premier & Cabinet will talk to the “South Australia Growth Agenda”

And new: Jim Whalley, Chief Entrepreneur for South Australia on the importance of entrepreneurship to accelerate South Australia’s economic growth and prosperity.

The Right Hon Lord Mayor of Adelaide, Sandy Verschoor will discuss how we are attracting businesses to the city and the hotel developments underway and planned for the future that all complement a strong focus on tourism, business and building an exciting city centre.

Chief Executive
Jim McDowell

Jim McDowell commenced as Chief Executive of the Department of the Premier and Cabinet in September 2018. As Chief Executive, Jim supports the Premier and Ministers to deliver the government’s vision for South Australia, with a focus on building strong collaborative partnerships across government and with the community and business sectors.

Jim brings a broad experience to the role, from growing up in Belfast to working in the private sector in the USA, Korea, Singapore, Hong Kong and Saudi Arabia, where he has held many executive, non-executive and advisory roles.

Moving to South Australia in 2001, to establish the Adelaide-based headquarters for BAE Systems Australia, Jim was most recently the Chancellor of the University of South Australia.
Jim is a current board member at the Adelaide Football Club, the Australian Strategic Policy Institute and St Peters College.

Sandy Verschoor

Sandy is a first-generation Australian of Dutch, French, Portuguese and Ceylonese descent. Her parents gave her a deep-rooted understanding of business, an adventurous spirit, commercial acumen and a love of the arts.

Sandy was elected as an Area Councillor in the 2015 by-election and served as Deputy Lord Mayor from June 2017 to November 2018. She has had a career in both the public and private enterprise, not-for-profits, and Local and State government, including three years as General Manager City Culture and Community Services for the City of Adelaide.

Sandy has contributed to the success of Adelaide’s thriving arts and culture community for more than two decades, including having been CEO of the Adelaide Fringe and the Adelaide Festival, as well as producer of the Adelaide Festival of Ideas in 2018.

Jim Whalley


Jim is the Chair and co-founder of innovative defence industry company Nova Systems. 

He is a former air force fighter pilot and test pilot and holds a Master of Business Administration, a science degree and has completed the Harvard Business School OPM Executive Education Program.

Jim is a member of the Sir Ross and Keith Smith Advisory Committee, the council of the University of South Australia, the board of the Adelaide Festival and a non-executive director of Australian Naval Infrastructure.
